This document reports a flash of magnitude 8. The event was not predicted but observed on Thu, 07/07/2016 UTC, during a planned observation of this satellite with binoculars under fair sky conditions from COSPAR Station 8336. The satellite was continuously observed. The flash lasted 1 s and the magnitude changed from invisible to 8 (uncertainty 1 mag., estimated by experience).
