This document reports a variation of color/brightness. The event was not predicted but observed on Fri, 16/08/2013 UTC, during a planned observation of this satellite with binoculars under good sky conditions. The satellite was continuously observed for 15 s while it was moving slowly (around 0.2 deg/s) toward up and left. The variation of color/brightness lasted 15 s and the magnitude changed from 6.5 to 4.5 (uncertainty 0.5 mag., estimated by direct comparison with stars). The peak occurred at 20:11:17 +/- 1 s within the observation window.
